Free at Sea is how Norwegian actually sells cruises. The headline fare is rarely the real product; the bundle you attach at booking determines what your holiday costs.
Depending on fare and length, guests choose from a set of perks: the Premium Beverage Package, a speciality dining package of two to four meals, unlimited Wi-Fi minutes, shore excursion credit per port, and reduced fares for third and fourth guests.
The catch is gratuities. The beverage and dining packages carry a mandatory service charge billed at booking or on board, so the 'free' perks are not free — they are heavily discounted. Even so, the drinks package is usually worth taking at three or more drinks a day.
Suite and Haven bookings receive the full set of perks by default, which is a meaningful part of the value case for moving up from a balcony.
